The proposed communications hub and integrated advertisement by reason of its design, appearance and siting would introduce clutter in the form of non-essential street furniture, would appear incongruous as an isolated structure, reducing the quality of the streetscene and would impede on open attractive views, and the setting of the Grade II listed buildings along the recognised vista within the Royal Hospital Conservation Area. The proposal would therefore fail to preserve or enhance the character or appearance of the Royal Hospital Conservation Area, fail to safeguard the visual, functional or inclusive quality of the streetscape and would not safeguard the special historic and architectural interest of the listed terraces contrary to policies CL1, CL3, CL4, CL11, CT1(p), CR4(b) and CR4(f) of the Royal Borough of Kensington and Chelsea Local Plan 2019.
