The proposed development, due to the increase in height, would remove the important transition in height between buildings on Abingdon Villas and those on Earls Court Road and would fail to contribute positively to the townscape, and would fail to preserve the character and appearance of the conservation area contrary to the Local Plan, in particular policies CL1 and CL3

Refused despite advice followed
To assist applicants in finding solutions to problems arising in relation to their development proposals the Local Planning Authority has produced planning policies, and provided written guidance, all of which are available on the Council's website, and offers a pre-application advice service. Pre-application advice was sought and provided in this case. Nevertheless, in the final analysis the application was still refused, with all material considerations taken into account. The Council is ready to enter into discussions with the applicants through the advice service to assist in the preparation of a new planning application.
