Conditions and reasons:

The proposed mansard roof addition would result in the loss of the traditional V-shaped roof form of historic interest and would detract from the roofscape and roofline of a terrace broken by only isolated roof additions. By reason of its unsympathetic design, scale, visual mass, form windows to dormers and their disproportionate appearance, and excessive vertical projection above the height of neighbouring properties, the development would appear incongruous, obtrusive and out of character with the group on which it forms a part, thereby failing to preserve the character and appearance of the host building, group of buildings, and this part of the Ladbroke Conservation Area and the views enjoyed within it, contrary to the policies of the Local Plan 2019, in particular policies CL1, CL2, CL3, CL6, CL8, and CL11 and guidance within the NPPF and statute with regard to assessment of proposed development within conservation areas. The proposal would cause less then substantial harm to the host building, terrace and wider conservation area and there are no public benefits to outweigh this harm.
