Conditions and reasons:

1)

The proposed joint infill extensions at lower ground and raised ground floor levels, due to their depth and height, would fail to respect the local context, would spoil the even rhythm of rear additions and would fail to allow the form of the original building to be seen. The proposed extensions would thereby harm the existing character and appearance of the individual buildings at Nos 6 and 8 Holland Road as well as those of the group of Victorian terraced properties of which they form part, contrary to development plan policies in particular Local Plan policies CL1, CL2, CL6 and CL9.

2)

In the absence of a completed legal agreement to ensure that both double storey infilll extensions would be erected at the same time, the proposal fails to demonstrate the development would have an acceptable impact upon the living conditions of the occupiers of one of the existing buildings, in terms of sunlight and daylight and sense of enclsosure levels, thereby contrary to Local Plan policy CL5.

3)

In the absence of a completed legal agreement to ensure that the new dwellings would have no entitlement to park in resident's permit parking bays ("permit-free") the proposal would fail to have an acceptable impact on the highway contrary to development plan policy, in particular Local Plan policy CT1 and the Transport and Streets SPD.

4)

The change of use of four raised ground floor level bedsits to two generous self contained flats would result in the loss of valuable HMO accomodation which is a lower cost accommodation and a form of housing in need by those residents who are unable to access market housing. It would be contrary to development plan policies in particular Local Plan Policy CH4.
