The proposal would create an incongruous roof extension on a terrace that is interrupted only by occasional additions, to the detriment of the balanced roof form. The development would fail to preserve or enhance the character or appearance of the group of buildings or the Queen's Gate Conservation Area, and would fail to comply with policies CL1, CL2, CL3, CL8 and CL11 of the Local Plan 2019.
