By reason of its bulk, massing, size, siting and design the proposed mansard roof would fail to read as architecturally sympathetic, disrupting the character of the terrace group which is unimpaired by extensions. The mansard would be widely visible in public and private views and would harm the streetscene of Portobello Road and beyond, all contrary to Policies CL1, CL2, CL8 and CL11 of Royal Borough of Kensington and Chelsea's Local Plan (2019).
