Conditions and reasons:

The proposed long railing across the full width of the rear elevation linked to the proposed staircase would be an uncharacteristic feature, and would fail to preserve the character and the appearance of the property, the conservation area and views from within the listed garden. There are no public benefits that would outweigh this harm Therefore, the development would be contrary to the policies of the development plan, in particular Local Plan 2019 policies CL1, CL2, CL3, CL6 and CL11 and requirements as set out in the NPPF.
