The railings enclosing the whole flat roof of the rear closet wing creates a prominent terrace space which gives rise to unacceptable increase in overlooking, which harms the living conditions enjoyed by occupants of the neighbouring properties contrary to policies of the development plan, in particular policy CL5 of the Local Plan, adopted September 2019.
