The proposed development, by virtue of the location, design and siting of the railings/gate would create street clutter and would erode the open character of the street scene. The proposed development would appear overly prominent and out of character, therefore, failing to preserve the character and appearance of the site and surrounding townscape. The proposed development is contrary to policies CL1, CL2, CR4 and CL11 of the 2019 Local Plan.ÿ
