The proposals by reason of their form in a highly visible location and the associated loss of historic fabric, would result in less than substantial harm to the designated heritage asset without providing public benefit to outweigh the harm. As such, the proposal would fail to preserve the special architectural and historic interest, character and significance of the listed building and the character and appearance of the conservation area, contrary to policies CL1, CL2, CL3, CL4, CL6 and CL11 of the Local Plan 2019, and guidance contained within the NPPF.
