The railings would appear unsympathetic and incongruous by virtue of the proposed uncharacteristic and overly prominent positioning. The proposal would cause less than substantial harm to the special architectural and historic interest and heritage significance of this Grade II listed building. Insufficient public benefit would result to outweigh such harm. As such, the proposal is contrary to CL4 of the Local Plan.
