Great weight has been afforded to the conservation of a designated heritage asset and no significant public benefits have been put forward to outweigh the harm identified to the designated heritage asset. The proposal is contrary to the requirements set out in the NPPF and Local Plan 2019 policies CL1, CL2, CL3, CL11.
