Conditions and reasons:

The proposals would fail to preserve the character and appearance of the property, the wider terrace and the Thurloe and Smith's Charity Conservation Area. The proposed closet wing extension, by reason of its scale, height and design, would disrupt the established rhythm within the wider terrace and together with the proposed works to the listed building would result in less than substantial harm to the designated heritage asset without providing public benefits to outweigh the harm. As such, the proposals fail to preserve the special architectural and historic interest, character and significance of the listed building and the character and appearance of the conservation area, contrary to policies CL3, CL4, CL6, CL9 and CL11 of the Local Plan 2019.

To assist applicants in finding solutions to problems arising in relation to their development proposals the Local Planning Authority has produced planning policies, and provided written guidance, all of which are available on the Council's website, and offers a pre-application advice service. Pre-application advice was sought and provided. Unfortunately, this advice was not adhered to.
