Conditions and reasons:

By virtue of the height and materials of the boundary treatments, the terrace atop the garage would fail to preserve or enhance the character and appearance of the Chelsea Park Carlyle Conservation Area, draw undue attention to the uncharacteristic use of the space when viewed in the streetscene, and would impinge upon the important historic gap as outlined in the Conservation Area Appraisal. The proposal fails to comply with policies CL1, CL2, CL3, CL6 and CL11 of the Local Plan 2019.

The proposed garage roof terrace would cause an unacceptable level of overlooking and loss of privacy to 3 Mallord Street, and the additional bulk from the trellis along the party wall with 105 Old Church Street would lead to a loss of light and increased sense of enclosure to the users of the lower garden area. The proposals would fail to ensure continued good living conditions for these neighbours, contrary to policy CL5 of the Local Plan 2019.
