Prior approval under Part 16, Schedule 2 (as amended) of the Town and Country Planning (General Permitted Development) Order 2015 is hereby withheld on grounds of siting and appearance. The proposed position of the kiosk would have a detrimental impact on the highway safety. The kiosk would form an obtrusive addition and street clutter harming the appearance of the street scene and the conservation area. As such, the proposed kiosk would be contrary to the Consolidated Local Plan policies CT1 and CR4, adopted July 2015 and the Transport and Streets SPD, adopted April 2016.
