The proposal development, by virtue of it being an incongruous and poorly designed form of development that does not reflect the prevailing pattern of development within this area and by reason of its overall scale, bulk and massing, would appear out of scale, significantly detracting from the buildings uniform traditional form and prevailing pattern of exisiting rear terraces across the whole terrace block, thereby failing to respect and take opportunities to improve the quality and character of the existing building and its context. As a consequence, the proposal would fail to preserve the character and appearance of the building, and this part of the conservation area, contrary to policies CL1; CL2; CL3; CL6; CL9 and CL11 of the Consolidated Local Plan 2015.
