By reasons of the excessive provision of on-site parking spaces at No. 3 Netherton Grove which have exceeded the maximum parking standards, the loss of on-street parking spaces without a net gain of at least two spaces and the siting of the proposed off-street parking space, the proposal would have an adverse impact upon on-street parking pressure and would also significantly impact upon visibility for vehicles accessing and egressing the site which would prejudice the safe and efficient operation of the public highway. The proposed development would be contrary to policy CT1 of the RBKC Local Plan 2019. And the Council's Transport and Streets Supplementary Planning Document April 2016.

The proposed on-site parking space would introduce a large area for forecourt parking which would result in the loss of part of the front garden. This development would have an adverse impact on visual amenity and townscape quality contrary to policy CR4 of the RBKC Local Plan 2019.

The development has failed to demonstrate that the lamp column and street inspection chamber in front of proposed parking space on site could be suitably relocated in the vicinity and would not unduly prejudice the Highway Authorities' ability to maintain the existing levels of street lighting on Netherton Grove. As such, the development would have a significant harmful impact upon the functional and inclusive quality of this streetscape contrary to policy CR4 of the RBKC Local Plan 2019.
