The proposed additional storey would amount to an incongruous structure by virtue of its height, overall size, prominence, positioning and unacceptable detailed design that would be detrimental to the character and appearance of the terrace and the Oxford Gardens and St. Quintin Conservation Area Conservation Area. As such the proposal is contrary to policies CL1, CL2 and CL3 of the Core Strategy, saved policies CD47, CD49 and CD63 of the Unitary Development Plan 2002 and the Supplementary Planning Guidance contained within the Oxford Gardens and St. Quintin Conservation Area Proposals Statement.
