The proposed development, by reason of the insertion of the stairs in the principal ground floor room, result in uncharacteristic circulation within the listed building, with the resultant loss of historic fabric and historic plan form, which would cause less than substantial harm to this designated heritage asset. The proposed heritage benefits are insufficient to overcome the identified harm caused to the listed building. As such, the proposals fail to preserve the special architectural and historic interest, character and significance of the Grade II Listed Building, contrary to Consolidated Local Plan Policy CL4.
