The existing building provides a positive contribution to the character and the appearance of the Kensington Conservation Area. The proposed demolition would amount to less than substantial harm to the conservation area and the new building would provide insufficient public benefits to outweigh that harm. The development would fail to preserve or enhance the character or appearance of the conservation area, and would be contrary to policies of the development plan in particular policies CL1 and CL3 of the Consolidated Local Plan.
