The proposals would be contrary to the NPPF which requires that great weight should be given to the asset's conservation and that less than substantial harm should be weighed against sufficient public benefits. The proposed demolition and re-build of the rear and part of the side fa╪ades would fail to preserve the character or appearance of the conservation area, contrary to development plan policy in particular Consolidated Local Plan policies CL1, CL2, CL3, CL9 and CL11.
