Conditions and reasons:

The proposed development, by reason of the hybrid roof profile and consequent detailing of the rear elevation, would result in an incongruous form of development which would be visually intrusive and dominant, and as such fails to preserve or enhance the character or appearance of the surrounding Chelsea Conservation Area contrary to Consolidated Local Plan policies CL1, CL2, CL3, CL11 and the guidance within the Chelsea Conservation Area Appraisal.

In the absence of a satisfactory s106 agreement to secure ineligibility from obtaining a car parking permit, the proposed development would put undue pressure on on-street car parking and would therefore be contrary to the policies contained in the Consolidated Local Plan, in particular policy CT1 and the guidance contained in the Transport and Streets Supplementary Planning Document.
