The proposed development would remove an off-street parking space without mitigation against an increase in on-street parking pressure, contrary to policy CT1 of the Consolidated Local Plan and the standards of the Transport and Streets SPD.

In the absence of a satisfactory legal agreement to ensure that residents of the new dwelling unit would be unable to receive a resident's parking permit for the Borough, the development would result in an unacceptable increase in pressure upon on-street residents' parking bays and, as such, would be contrary to policies of the development plan, in particular Consolidated Local Plan policy CT1 and the Transport and Streets Supplementary Planning Document.
