Conditions and reasons:

1)

The proposed rear ground floor level extensions, by reason of their design, scale, bulk and mass, would result in an obtrusive and incongruous addition which would be overly dominant and would lead to loss of valuable open space thereby failing to preserve or enhance the character or appearance of the existing semi-detached buildings and the wider Lexham Gardens Conservation Area and views enjoyed within it. As such, the proposal is contrary to Local Plan policies CL1, CL2, CL3, CL9, CL11 and CR5.

The proposed roof level extension, by reason of its mass, bulk, detailed design and prominent uppermost floor level location, would have a detrimental impact upon the character and appearance of the host semi-detached properties and the character and appearance of the Lexham Gardens Conservation Area which would neither be preserved nor enhanced as a result of the development. The proposed development is therefore contrary to Council's Local Plan (Sept 2019) policies, in particular, policies CL1, CL2, CL3, CL6, CL8 and CL11.

3)

The proposed development would fail to safeguard existing trees of amenity value or to provide sufficient garden area for any replacement trees to compensate for the loss of the existing trees. As such the proposal would fail to preserve the green and leafy character of the conservation area or provide biodiversity benefits and is therefore contrary to Local Plan (Sept 2019) policy CR6.
