The change of use, involving the ground floor level, would result in a change of use outside of use class C4 and would subsequently result in a single planning unit operating on the site as a large HMO. The proposal therefore fails to comply with the requirements of Class L of Part 3, Schedule 2 of the Town and Country Planning (General Permitted Development) (England) Order 2015 as amended by the Town and Country Planning (Use Classes) (Amendment) (England) Regulations 2020.
