By virtue of loss of historic fabric and the creation of an open plan character at ground floor the proposal would cause less than substantial harm to the listed building, without providing public benefit to outweigh the harm. As such, the proposal is contrary to CL4 of the Local Plan.

Due to the lack of information, the applicant has failed to demonstrate that the recent works have not caused harm to the special architectural and historic interest of the listed building, contrary to development plan policies, in particular policy CL4 of the Local Plan, as well as national policies.
