The proposed closet wing extension at second floor level would fail to read as subordinate to the original building and fail to reinforce the character and integrity of the original building and group, rising above the general height of neighbouring and nearby extensions and disrupting the even rhythm of rear additions. The proposal would cause less than substantial harm to the listed building and group, without providing sufficient public benefit to outweigh the harm. As such, the proposal is contrary to CL4 of the Local Plan.
