The proposed front and side railings would intrude into the existing skyline appearing as an incongruous feature in a prominent location and would harm the character and appearance of the front elevation of the property and the group of mews. These railings would also have a harmful impact on the appearance of the existing skyline and Radley Mews as a whole. As such, the proposal would not preserve nor enhance the character or appearance of the building, Mews and wider conservation area, contrary to policies CL1, CL2, CL3, CL6, CL8 and CL11 of the Local Plan 2019.
