The insertion of the French doors adjacent to the rear flat roof, even with guard rail, would significantly increase the likelihood of the roof being used as a terrace/amenity space, with such use (or knowledge of the possibility of it) presenting an unacceptable reduction in the levels of amenity presently enjoyed by neighbouring occupiers. As such, the proposal is contrary to policies of the development plan, in particular policy CL5 (a), (c), and (e) (noise) of the Local Plan 2019.
