Conditions and reasons:

The proposed basement and associated access staircase by reason of their location and position under the original footprint of the listed building would fail to preserve the special architectural and historic interest and heritage significance of the Grade II listed building and group of listed buildings in a terrace for which it forms a part. The proposals are therefore contrary to policies CL1, CL2, CL3, CL4, CL6, CL7 and CL11 of the Local Plan 2019, and the advice contained within the Basement SPD and NPPF.
