Street trading
Every year, traders offer food, drink and accessories. They are regulated to ensure what they offer is safe, meets food safety standards and other requirements.
Council officers ensure that licensed stallholders stop trading at the time specified on their licence, and do not continue trading beyond that time.
Every year we work to improve our waste and recycling processes. We work with our traders and contractors leading up to, during, and after the event.

Trading from residential properties
If you are planning to trade from your home or private property, you must:
- ensure that you have permission from the landowner, landlord, housing provider to engage in commercial activities from within your home, communal areas and/or external gardens
- comply with the various requirements of food hygiene, food trading standards and Health and Safety legislations
- obtain a licence from the Council for selling alcohol or playing live or recorded music. The Council’s enforcement team will be inspecting licences during Carnival, so please make sure you have the appropriate one.
- ensure the customer stands inside of the property’s garden wall or boundary at the time of trading and not on the public highway, otherwise a street trading licence is required

Unlicensed activity
It is against the law to sell or knowingly allow alcohol to be sold without a premises licence or a Temporary Events Notice (TEN) being in force.
Under certain circumstances, performing live music or playing recorded music may also require a premises licence or a TEN.
If you allow such activities to take place on your premises without the appropriate licence or authorisation, you may be committing an offence.
Property fencing and boarding
Neither Kensington and Chelsea Council nor Westminster City Council provides fencing for private residences and businesses.
Private landowners and property managers may take the decision to fence off gardens, private paths or property ahead of the weekend. All fencing, bracing or weights must be located within the housing boundary and not on pavements or the public highway.
