Advice for businesses
Deliveries
If you are expecting deliveries during Carnival, arrange them earlier in the week where possible, or no later than Saturday 29 August.
Road closures will be in place from Sunday 30 August to Tuesday 1 September. Delivery vehicles will not be able to access the area during this time.
If you're expecting a delivery on Tuesday 1 September, consider scheduling it for late morning to help avoid delays.
Business waste collections
Council business waste collections will operate as follows:
- Saturday 29 August: normal service
- Sunday 30 August: early collection on up to 9am
- Monday 31 August: no collections
- Tuesday 1 September: normal service resumes
If your waste is collected by a private contractor, make alternative arrangements with them before Carnival and plan around road closures and access restrictions.
Holding events at your business
If you are planning a Carnival-related event at your business, check your premises licence to ensure that you have permission to hold Carnival activities during the bank holiday weekend.
If your event incldues activities that are not part of your normal day-to-day operation, you may need a Temporary Event Notice (TEN).
Selling alcohol
You must have a valid premises licence or a TEN to sell alcohol.
A TEN costs £21 and allows temporarily licensable activities, such as the sale of alcohol.
Before applying, we also recommend discussing your plans with the police and environmental health, as you may need to provide additional documentation.

Tables and chairs on pavements and roads
Some businesses in the Carnival event area have permission to place tables and chairs on temporary footway extensions within suspended parking bays or other areas of the highway where there are kerbside markings.
To help keep people safe during Carnival, all tables, chairs, platforms, barriers and decking must be removed by Friday 28 August.
Any items left on the pavement or highway after this date may be removed by the Council.
Sound systems and noise complaints
Sound systems are an important part of Carnival and play a wide range of music throughout the weekend.
Our officers monitor noise levels during Carnival and ensure sound systems stop operating at 7pm.

Property fencing and boarding
We do not provide fencing for private residences and businesses.
If property owners or managers choose to install temporary fencing around gardens, private pathways or buildings ahead of Carnival, all fencing, supports and weights must remain within the property's boundary.
They must not be placed on pavements or any part of the public highway.
