Trading at Carnival
Street trading
Food, drink and other goods are sold across the Carnival area each year.
The council:
- regulates street trading to make sure it's safe and traders meet food safety standards and other requirements
- monitor trading throughout the event and ensure licensed traders stop trading at the times stated on their licence

Trading from your home or private property
If you planning to sell food, drink or other goods from your home or private property, you must:
- have permission from your landowner, landlord or housing provider to trade from your home, communal areas or external gardens
- meet food hygiene, food trading standards and health and safety requirements
Customers and queues must be inside your property’s garden wall or boundary at the time of trading.
A street trading licence is required if customers or queues extend onto the pavement or road.
To help manage crowds and keep people safe, we will not issue street trading licences that allow trading or queueing on the public highway during Carnival.
Selling alcohol or providing entertainment
If you plan to sell alcohol or provide regulated entertainment such as live or recorded music from your residential property, you must submit a Temporary Event Notice (TEN).
We recommend submitting your TEN by Monday 3 August 2026. This allows enough time to arrange a hearing if we receive an objection from a Responsible Authority.

Unlicensed activity
It is illegal to sell or allow the sale of alcohol without a premises licence or a Temporary Event Notice.
In some circumstances, live or recorded music may need a premises licence or a TEN.
If these activities take place on your premises without the required licence or authorisation, you may be committing an offence.
