DVLA processing dates for paper applications
The DVLA are processing paper applications in the order they are received. For a list of dates the DVLA are currently working on for their most popular paper applications, visit the GOV.UK website.

Please remember that any delay with your DVLA document might delay your permit being issued.

You will need to notify us if you:

  • change your name or telephone number or move home
  • change your vehicle either permanently or temporarily
  • have a new number plate

The information below explains what documents you will need to submit to us for the application to be processed successfully.

Change of personal details

If you change your name or telephone number or move home within the borough while your permit is still valid, you will need to fill in a Change of Personal Details form and supply proof of the change. Do this as soon as you move otherwise you may not receive your renewal reminder letter. 

We do not charge for changing your personal details.

Permanent change of vehicle

Service update:
We have recently reviewed our policy regarding the processing times for change of vehicle applications, we are aligning processing times with the PDF which is issued once an application is submitted, this PDF allows 5 days of parking. This change is with immediate effect as of 23 May 2022. If you submitted your application after this date, you will be subject to the new processing time of 5 working days.

We charge £10 to change the vehicle details on your permit.

You need to provide:

  • a completed change of vehicle details form and
  • proof that you own or use the new vehicle.

You also need to provide one of the following documents:

  • a sales invoice and insurance
  • a new keeper supplement and insurance
  • a personalised vehicle registration (V750) and insurance
  • a number plate authorisation certificate (V948) and insurance

You will keep the remaining time left on the permit and we will not charge more or refund the difference if the emissions rating of the new vehicle is different from the old one. The new fee will apply when you renew your permit.

Temporary change of vehicle

We charge £10 to change the vehicle details on your permit.

You need to provide copies of:

  • a completed change of vehicle details form and
  • proof that you are using the temporary vehicle

In addition you need to send us a copy of one of the following:

  • a letter from a garage or insurance company stating your vehicle is in for repairs and the details about the courtesy vehicle
  • or the lease or hire agreement
  • you are allowed to use a borrowed vehicle providing it doesn’t have a permit – send us a copy of the the vehicle registration certificate (V5C) and a letter from the owner stating you are the only person using the vehicle

We will update your electronic (virtual) permit with the registration number of the temporary replacement vehicle.

You are responsible for contacting us when you want to change the registration number on the virtual permit back to your permanent vehicle, you can email us at [email protected], updates should be processed within 24 hours, any requests sent after 4pm on Friday will not be processed until the next working day. You may be issued with a Penalty Charge Notice if you fail to do so.

New number plate

We charge £10 to replace your permit if you have a new number plate.

For a replacement permit you need to send us:

  • a completed replacement permit form
  • proof that you own or use the new vehicle

In addition you need to provide on​e of the following:

  • personalised vehicle registration (V750) covered with insurance
  • or a number plate authorisation certificate (V948) covered with insurance.

Submit a change via our online form

By proceeding with this application, you agree to the Council checking the Council Tax records for the address you provide in the application. Any anomalies or discrepancies in the Council Tax information for this address will be followed up as a result of this check.

What happens after you submit the form?

  • Applications can take up to five working days to process.
  • You must complete the Parking Permit application form, attaching the required documentation.
  • We will send you an email confirmation following receipt of your application, this will contain your unique FS reference number.
  • Attached to the confirmation email is a PDF, this should be printed and made visible on your windscreen to avoid receiving a Penalty Charge Notice.
  • The PDF is valid for 5 days and allows you to park in a resident bay whilst your application is being processed.
  • If you do not have a printer, contact Parking on 020 7361 3019 between 8:30am and 5:30pm Monday to Friday excluding bank holidays.
  • We will process your application.
  • Once the permit is approved and live, we will send you an email requesting payment.
  • If the application is rejected, we will let you know why.
  • You must make payment within 72 hours of the permit being approved.
  • If we identify a permit with an outstanding balance after this time, RBKC reserves the right to cancel your permit.
  • We will email you to let you know if we have cancelled your permit, this email will contain advice and steps to follow, if you still require the permit.
  • You are liable for any Penalty Charge Notices issued if your permit is cancelled.

It is your responsibility to tell us if you no longer require your parking permit. You will not incur charges if you recall your application within 24 hours of submission. You can contact us on 020 7361 4381 or email [email protected].
