The proposed roof extension would, by reason of its bulk and massing appear over bearing, and by virtue of its design result in an incongruous feature, resulting in harm to the appearance of this building and its setting. The proposal is therefore considered to fail to preserve and not to enhance the character or appearance of the Lexham Gardens Conservation Area. The application proposal therefore conflicts with the Unitary Development Plan policies, in particular Policies: STRAT 1, STRAT 5, STRAT 6, STRAT 7, CD38, CD39, CD48, CD50, CD52, CD53 and CD54.
